Point Reyes Station Coast Guard Housing Project Charges Forward with Infusion of State Funding Award

Eden Housing and Community Land Trust Association of West Marin (CLAM) see progress in rehabilitating 54-unit affordable housing site

PT. REYES STATION, Calif., Oct. 15, 2025—The Coast Guard housing project in Point Reyes has been awarded $11,553,640 from the Joe Serna, Jr. Farmworker Housing Grant (FWHG) Program through the State’s Multifamily Finance Super NOFA (MFSN). Together, Marin County, Community Land Trust Association of West Marin (CLAM), and Eden Housing are renovating the now-vacant housing site that formerly housed U.S. Coast Guard staff.

With these funds, CLAM and Eden Housing will renovate 13 buildings, provide new resident amenities, and improve the site-wide infrastructure. The 33-acre site also contains sensitive, natural space that will be protected through project site improvements to clean water runoff and encourage native species growth.

The Joe Serna funds mean that some of the 54 units will be set aside for families who work in agricultural production or who are retired from agricultural work, an acute need. Earlier this year, it was announced that ranches historically located on the Point Reyes National Seashore will face closure in Spring 2026 as a result of a settlement agreement between ranchers and environmental groups, resulting in massive displacement.

This, along with health and safety concerns on private ranches, means there are an estimated 150 residents who qualify as low-income and are experiencing or at risk of homelessness on agricultural lands, which prompted the County to adopt a Shelter Crisis Resolution in March 2025.

Built in 1974, the facility served as home to dozens of Coast Guard officers and their families.  When the Coast Guard designated the facility as surplus in 2014, the local community worked with Congressman Jared Huffman’s Office to seize the opportunity to anchor the property for community needs. In 2019, Marin County purchased the property for $4.3 million from the U.S. Coast Guard to develop affordable housing. In 2020, the Board of Supervisors selected a joint rehabilitation proposal from Eden Housing and CLAM.

This announcement is a result of the California Department of Housing and Community Development’s new funding that will create more than 2,000 homes across 30 affordable housing projects in the state.

With an estimated total project cost of $55.4 million, the development will be funded by a combination of funding sources, including the Joe Serna, Jr. Farmworker Housing Grant Program, low-income housing tax credits, grants, and other affordable housing funding programs. The Marin County Board of Supervisors has awarded over $12 million in federal, state and local funds to the project.  The Board’s investment is based on the high cost of development in the coastal zone, limited opportunities to develop larger affordable housing projects, and the extreme need for affordable units in West Marin. The Marin Community Foundation has also provided substantial funding. These significant local contributions increase the project’s competitiveness as the project team prepares to apply for tax credits in early 2026 to address the remaining funding gap. This project is estimated to be complete in 2028 and will represent the largest affordable housing project in West Marin to date that also includes family rental housing.
