Position Title: Project Manager, Interim Housing Solutions
Location: Marin County, California (Hybrid / occasionally on-site in Point Reyes Station)
Employment Type: Contract (9-12 months, with opportunity to extend)
Hours Commitment: Estimated 20 hours/week, with flexibility for additional hours depending on project needs and milestones

Reports To: Executive Director, CLAM
Start Date: ideally by or before 6/01/2025

Position Overview

The Community Land Trust of West Marin (CLAM) seeks an experienced Project Manager to oversee and coordinate Interim Housing initiatives aimed at preventing the displacement of approximately 40 families living on ranches in West Marin. Interim housing will provide 3–5 years of stable, transitional housing, giving displaced residents a safe and dignified place to live while CLAM and community partners pursue permanent housing solutions in parallel.

The Project Manager will lead the implementation of multiple interim housing strategies, working closely with a Planning & Development Consultant, CLAM leadership, and a multidisciplinary team of specialists. These strategies include developing interim units on vacant parcels and in hotel conversions, and creating temporary housing options on residential and agricultural properties under Marin County’s Shelter Crisis Declaration.

In addition to project oversight, the Project Manager will help ensure resident input shapes program design, maintain strong regulatory and funder relationships, and support the long-term goal of expanding housing options for low-income residents and agricultural workers across West Marin. This role will also contribute to the development of preliminary strategies for long-term permanent housing solutions for impacted residents.  

Key Responsibilities

  • Lead interim housing development and implementation of interim housing strategies on CLAM-controlled properties and through community partnerships (e.g. residential parcels, ranches).

  • Serve as the primary point of coordination between the Planning & Development Consultant, development specialists (finance, legal, planning), CLAM leadership, and County Planning and Building staff.

  • Design and establish program strategy, policies, and procedures to support temporary housing solutions, ensuring alignment with local regulations and CLAM’s mission. This includes coordinating operating agreements with the County of Marin, as well drafting program operations and guidelines for the interim housing program.

  • Build and manage relationships with property owners, residents, community-based organizations, Marin County staff, and nonprofit partners to support interim housing development and placement.

  • Facilitate community engagement processes with impacted families to ensure housing solutions are resident-centered and culturally appropriate.

  • Ensure contract compliance with external vendors and consultants, tracking deliverables and holding partners accountable to project goals and timelines.

  • Track project budgets, staffing, and expenditures, ensuring overall financial health and operational efficiency of the program.

  • Coordinate with CLAM’s Executive Director, fundraising staff, and county and philanthropic partners to develop viable funding pathways.

  • Stay informed of relevant housing policy changes, including those tied to the Shelter Crisis Declaration, and integrate them into program strategy.

  • Identify and mitigate risks across legal, operational, and financial areas.

  • Document lessons learned, best practices, and project impact, supporting CLAM and regional partners in replicating or adapting successful models.

Desired Qualifications

  • Extensive project management experience, especially in affordable housing, community development, or housing policy.

  • Proven success leading cross-functional teams including financial, planning, and legal professionals.

  • Deep understanding of regulatory processes related to housing development, land use, and emergency shelter policy.

  • Demonstrated ability to build trust and communicate clearly with diverse stakeholders including impacted residents, public agencies, funders, and consultants.

  • Experience tracking complex budgets and managing contracts with third-party vendors or consultants.

  • Commitment to housing justice, racial equity, and community-centered development.

  • Ability to work independently, manage multiple priorities, and maintain momentum in a hybrid work environment.

  • Experience working in rural or agricultural settings and in Marin County is a plus.
